POSITION SUMMARY

The Program Manager supports staff at the New York City Department of Education (DOE) in creating inclusive digital content that can be accessed by the community including those with disabilities and who speak languages other than English. This is part of the DOE’s commitment to ensuring that people with disabilities in the community have an equal opportunity to the DOE's programs, benefits, services, and access to all content.

This person should have computer programming experience that enables them to verify that content complies with Web Content Accessibility Guidelines (WCAG) 2.0, Level AA requirements for accessibility.

The Program Manager will help to create, implement, monitor, and evaluate learning opportunities that enable staff to create digital content via workshops, coaching, and guidance. This person will make sure digital content and delivery is in compliance with applicable federal, state, and local laws. These are laws related to the provision of access to programs, benefits, and services online to people with disabilities. This includes Section 508 of the Rehabilitation Act, Title ll of the Americans with Disabilities Act (ADA Title ll) and Section 504 of the Rehabilitation Act.

REPORTS TO

Senior Director of Digital Literacy & Inclusion

KEY RELATIONSHIPS

Works with school-facing content specialists at the NYC DOE, departments such as Special Education, various platforms and vendors, as well as with members of the community to develop accessible digital content. Develops and maintains strong relationships with senior managers across the Department of Education.

  • Demonstrated ability to develop and implement rigorous, differentiated and engaging adult learning opportunities using a range of technologies
  • Experience with managing multiple projects and deadlines
  • Knowledge of how to operate online and in several different collaboration / video chat platforms 
  • Fluent in ways to incorporate the right technology into daily work.
  • Experience working with students with special needs and their families.
  • Knowledge of Special Education rules and regulations.
  • Experience as a technology single point of contact.
  • Knowledge and experience with website accessibility testing tools and assistive technologies, e.g., JAWS, VoiceOver, and Dragon NaturallySpeaking.
  • Experience using and establishing online collaborative tools and environments.
  • Accessible content creation knowledge for documents as well as audio/video.
  • Screen reader familiarity.
  • Familiarity with translation tools and platforms.
  • Understanding of plain English requirements.
  • Experience modifying environments for those with special needs including dictation technologies, SIR, Cortana, Google Assistant, speech to text, and machine learning.
  • Ability to embed translation API onto websites to enable multi-language support.
  • Experience with accessibility audit and quality assurance tools and processes.
  • Programing experience, e.g., CSS, HTML5.
  • Web accessibility, analysis, design, production, and development experience.
  • Understanding of APIs and hooks.
  • Aesthetics, i.e., understanding element arrangements on the screen, color and font choices, etc.
  • Familiarity with industry trends and content management systems
  • Experience using platforms such as Google, Weebly, Wix, and Wordpress.
  • Experience with project management working within budgets and procurements.
  • Experience with automated systems development for data tracking and analysis.

DUTIES AND RESPONSIBILITIES

  • Implements strategies, policies, and guidance to support the DOE in meeting WCAG 2.0, Level AA standards.
  • Works with vendors and platforms to design accessible websites, lT software systems, online materials, and other accessibility support tools.
  • Creates and curates accessible website and document templates.
  • Develops training resources, opportunities, and accountability requirements to help meet standards in creating accessible content.
  • Remains current with digital accessibility regulations.
  • Works closely with the Digital Communication and Inclusion team to plan and deliver workshops on creating accessible content.
  • Builds and grows professional learning communities across various groups (e.g., Webmasters, Parent Coordinators).
  • Involves participants from the community to share strategies, develop knowledge management practices, and build professional capacity.
  • Helps to identify, highlight, and share emerging practices and lessons learned with the DOE community and community stakeholders.
  • Drafts, revises, and publishes regular communications about projects such as certifying staff across the DOE in creating content accessible to the community, working with vendors in creating accessible website templates, and working with community members to ensure content is accessible to them.
  • Supports the tracking and evaluation of progress toward a goal of DOE-wide digital accessibility.
