Equitable Services (IESP) Assistance

What are equitable (IESP) services?

  • If you live in New York State and choose to enroll your child in a private or religious school located in NYC at your own expense, or choose to homeschool your child, and your child is found eligible for special education services, the IEP team will develop an Individualized Education Services Program (IESP). The IESP may include services such as Related Services, Special Education Teacher Support Services (SETSS), and/or transportation.

Obtaining Equitable Services for the 2025-2026 School Year

How do I request help finding a provider from NYCPS or request an enhanced rate if NYCPS has not implemented my child's IESP services and I can only find a provider who does not accept NYCPS's standard rate?

  • Requests will be accepted using the Equitable Services Request Form
  • The request form is also available for download. Completed forms and required documentation should be emailed to EquitableServicesAssistance@schools.nyc.gov. Please include your child's name and NYCID number in the subject line of your communication. 
  • Requests submitted by parent attorneys and non-attorney advocates must include a completed, signed, dated, and notarized confidentiality release confirming that the parent has authorized the representative to act on their behalf. Requests submitted without a valid release will be rejected. 
  • Form releases for attorneys and non-attorney advocates are available below.
  • If the request includes a request for an enhanced rate, then the requester will be required to upload:
    • An affidavit from the parent;
    • An affidavit from the provider, along with licensing and/or certifications for each provider;
    • An affidavit from the service agency if the provider is providing services through an agency; and 
    • Invoices for all services received to date for which the parent is seeking payment.
  • Requests without signed, dated, and notarized affidavits containing all required information will be rejected.
  • NOTE: Providers who use their social security number rather than a tax identification number may submit their affidavit directly to EquitableServicesAssistance@schools.nyc.gov, providing the student's name, NYCID number, and request number (ER#), in their submission. Requests without a completed provider affidavit received within seven (7) days will be rejected. Filers submitting their requests without the provider affidavit due to confidentiality concerns should indicate that the provider affidavit will be submitted via email.

  • You will receive a response to your request within 60 days.
  • Before authorizing an enhanced rate, NYCPS will determine if a provider can work with your child at the standard rate at the child's school.
  • You can also request assistance regarding your request for enhanced rate services via email at EquitableServicesAssistance@schools.nyc.gov. Please include your child’s name, NYCID number, and your request number (ER#), if you have one, in your communication. 
  • The ERES Unit will begin accepting requests for Equitable Services on September 1, 2025. 
  • Requests for multiple school years must be submitted as separate requests.
  • Requests will only be considered if PNI requirements have been met or an exception applies.
  • IESP services are available during the 10-month school year, between September 1 and June 30. ERES requests and authorizations apply only to services provided during the relevant 10-month school year. To request compensatory IESP services during the summer session (July 1-August 31), or for implementation of summer IEP services, please contact your assigned CSE. Please note that submission of a PNI is a yearly requirement and a timely PNI must be submitted for the 25-26 school year even if the IESP developed during the 24-25 school year will still be in effect.

Parental Notice of Intent Requirements

  • If you place your child in a nonpublic school and wish your child to receive special education services for the 2025-2026 school year, you must submit a request for services (Parental Notice of Intent, also referred to as "PNI") to your Committee on Special Education in writing no later than June 1, 2025. If your child is first identified as a student with a disability after June 1, 2025, and before April 1, 2026, you must submit your PNI within thirty days after your child is first identified. Any PNI that is received (for a student who is first identified as a student with a disability after June 1, 2025) on or after April 1, 2026, shall be deemed a timely PNI for next school year (2026-2027). 
  • Instructions for submitting your PNI are located on the Committees on Special Education webpage. There is no cost to submit the PNI, and submitting your PNI is fast and easy!
  • All PNI submissions must come directly from the parent, or by a licensed attorney accompanied by a signed confidentiality release. PNI submissions by any other third parties will not be accepted. 
  • The Notice of Intent must be emailed, mailed, or hand-delivered to your CSE and received no later than June 1, 2025, or within 30 days if your child is first identified as a student with a disability between June 1, 2025, and April 1, 2026.   • Please note that submitting a timely PNI does not create a right to select your child's provider, or a right to receive services in a specific location, unless specified by your child's IESP.

Previous School Year Requests

How do I request payment for enhanced rate services provided during a previous school year?

  • The process is the same, but the affidavits you must submit are slightly different. You must provide invoices for all of the services.
  • Requests will be accepted using the Equitable Services Request Form
  • The request form is also available for download. Completed forms and required documentation should be emailed to EquitableServicesAssistance@schools.nyc.gov. Please include your child's name and NYCID number in the subject line of your communication. 
  • Use the affidavits labeled "Prior School Year" below.
  • Requests for assistance for the 2023-2024 school year will only be considered if the parent submitted a PNI between March 1, 2023 and June 1, 2023, requesting IESP services for a student for the 2023-2024 school year (or if the student was newly identified as a student with a disability after June 1, 2023 and before April 1, 2024, and the parent submitted a request within 30 days thereafter).
  • Requests for assistance for the 2024-2025 school year will only be considered if the parent submitted a PNI prior to June 1, 2024, requesting IESP services for the 2024-2025 school year (or if the student was newly identified as a student with a disability after June 1, 2024 and before April 1, 2025, and the parent submitted a request within 30 days thereafter).
  • Requests for multiple school years must be submitted separately.
