To qualify you must reside in the CEC district you’re applying to, or own or operate a business there. You are not required to be parent.

To qualify you must be a resident of NYC and demonstrate business or education experience relevant to the citywide council you represent.

To qualify for the non-voting member seat a students must be high school senior during their year of service. Other student requirements vary by council.
