Eligibility Requirements:

New York State Certification in School Social Work

New York State Social Work License

Selection Criteria:

  • New York State certification as a bilingual School Social Worker and current New York State licensure (LMSW or LCSW required).

  • For current NYCDOE employees, a satisfactory performance rating for the most recent five years of service.

  • Minimum of eight years of experience evaluating and documenting students’ emotional, social, behavioral, and educational functioning across settings.

  • Knowledge of emotional, behavioral, and adaptive functioning assessment tools, including social history development.

  • Experience conducting school-age social history evaluations and working with students in grades K–12.

  • Ability to communicate effectively with families, community agencies, service providers, and school-based personnel, including bilingual communication where applicable.

  • Knowledge of the special education continuum of services and the evaluation process, including preschool-to-kindergarten and high school-to-postsecondary transition requirements.

  • Knowledge of New York State Education Department Commissioner’s Regulations, NYCDOE Chancellor’s Regulations, and applicable federal and state special education laws.

  • Knowledge of due process rights and timelines related to special education evaluations and determinations.

  • Demonstrated ability to collaborate and coordinate with multiple stakeholders, including outside agency providers, CSE teams, and school-based staff.

    After interviewing applicants who meet the selection criteria above, candidates will be considered in the following order:

  • Regularly appointed and tenured NYCDOE staff

  • Regularly appointed but non tenured NYCDOE staff

Preferred Qualifications

  • Experience working with multilingual and culturally diverse families.

  • Bilingual extension

  • More than 8 years of relevant school-based and/or clinical social work experience.

  • Doctoral degree in Social Work (DSW or PhD).

Duties/Responsibilities:

  • Strengthen services and support for students with disabilities within New York City Public Schools.
  • Provide support to Districts 1–32 and District 75 schools, as assigned by the Office of Supervisors of School Psychologists.
  • Ensures the timely completion of high-quality social history assessments that inform special education eligibility, placement, and programmatic decisions.
  • Review students’ educational histories, school performance, and social-emotional and behavioral functioning across school, home, and community settings, while capturing parent and caregiver perspectives regarding student strengths, concerns, and reasons for referral.
  • Ensure that family voice is meaningfully reflected throughout the evaluation and IEP process by providing opportunities for families to clarify information, raise concerns, and actively participate in educational planning.
  • Conduct comprehensive social history interviews and updates; assisting with data collection for Functional Behavior Assessments (FBAs); completing classroom observations; and gathering and documenting developmental history, including milestones, health information, social-emotional functioning, family composition, and relevant family history.
  • Review existing records and collaborate closely with families, service providers, community agencies, and multidisciplinary school-based teams to support comprehensive and coordinated service planning.
  • Participate in review, observation, assessment and consultative meetings with school-based teams, supervisors, and other relevant stakeholders to support decisions regarding the consideration of students to more restrictive settings, including D75 placements.
  • Collaborate with school-based teams and families to effectively communicate the continuum of services and school supports available with school-based teams and families when considering placement options to ensure students are supported in the least restrictive and most inclusive settings whenever possible.
  • Review of students currently recommended for NYSAA participation and new recommendations for NYSAA with a primary focus on (but not limited to) supporting transition grades to ensure that new assessments and supporting documentation are conducted. Communicate implications of NYSAA recommendations to parents, including how participation may affect academic pathways, diploma options, instructional programming, and post-secondary opportunities.
  • Support inclusive educational recommendations through collaborative review of student data with psychologists including careful review of reports used in consideration of more restrictive settings to ensure recommendations are appropriately supported and aligned with student needs. Conduct school visits and classroom observations and provide recommendations for interventions and supports within community schools and consideration specialized educational programs.
    Support family engagement and advocacy by helping families navigate school-based and community-based support and connecting them to appropriate community resources and wraparound services.
  • Serve as case managers for central student escalations and complex student cases requiring intensive coordination across educational, clinical, and community systems to promote continuity of care, crisis response, and student stability across settings as well as full resolution.
  • Document students’ levels of functioning across settings and ensure that parental perspectives and family priorities are accurately reflected in comprehensive written reports, evaluations, and Individualized Education Programs (IEPs).
  • Performs other related responsibilities and initiatives as assigned by the executive director or designee in accordance with their title and license.
