Position:

Bilingual Special Education (BSE) Program Instructional Coach (Teacher Assigned A)

 

(One Year Position)

 

Location:

Citywide

 

Eligibility:

Licensed, appointed and tenured Special Education Teacher OR Licensed, appointed and tenured ESOL Teacher;  

 

Selection Criteria:

  • Master's degree in special education or teaching English to Speakers of Other Languages (TESOL)
  • Minimum of five (5) years satisfactory experience working with students with Multilingual learners in a special education setting.
  • Experience working with secondary (grades 6–12) multilingual learners preferred, particularly in alignment with NYS CR Part 154 requirements and expectations for bilingual programs.
  • Experience designing, delivering, and evaluating the impact of professional development on topics related to educating and supporting English Language Learners (ELL).
  • Comprehensive knowledge of the educational needs of the diverse needs of English learners with disabilities, particularly in the stages of second language acquisition and the impact of disability on acquiring a new language.
  • Extensive expertise in bilingual programs and support, including English as a New Language (ENL), Transitional Bilingual Education (TBE), Dual Language Bilingual Education (DLBE), and Bilingual Special Education (BSE) programs in NYC Public Schools.
  • Experience working with secondary (grades 6–12) multilingual learners preferred.
  • Experience in development and proper implementation of IEP mandated programs and services for students with disabilities, as well as in ensuring that IEPs are developmentally appropriate and relevant to individual student needs.
  • Evidence of building strong relationships with colleagues, families, and community members
  • Collaborative approach to project management, case consultation, and student support
  • Knowledge of New York State laws and New York City regulations and policies relating to the provision of instruction and services to general and special education students, and specifically ELL students.   
  • Prefer candidates to be bilingual and fully literate, including reading, writing and speaking, and having a bilingual extension or TESOL certification.

 

Duties And Responsibilities:

Under the supervision of the Director of Bilingual Special Education (BSE) Programs, Special Education Office in the Division of Specialized Instruction and Student Support, the BSE Instructional Coach will:

 

  • Provide job-embedded coaching and professional learning to schools serving Multilingual learners with IEPs across BSE and general education settings.
  • Deliver training, technical assistance, and facilitate borough-wide and citywide professional learning on referral, evaluation, and instructional practices for ELLs with disabilities, aligned to NYS CR Part 154 and other regulations.
  • Plan and coordinate school visits in D1-D32; manage a multi-site schedule requiring frequent travel to ensure timely and effective support.
  • Use data to guide coaching, monitor program implementation, and support instructional improvement and compliance.
  • Ensure program fidelity and support schools in implementing culturally and linguistically responsive, research-based practices and specialized curricula.
  • Collaborate with and serve as a liaison between central offices, district partners, and service providers to ensure aligned, high-quality support.
  • Support schools in developing effective structures and inclusive practices for Multilingual learners with disabilities, including in secondary settings.
  • Participate in central and school-based meetings with administrators, partners, and the Superintendent’s Office.
  • Engage in ongoing professional learning to remain current on best practices and policy updates.

 

Salary:

As per UFT Collective Bargaining Agreement

 

Work Schedule:

As per UFT Collective Bargaining Agreement Monday – Friday; 8:00 AM to 4:00 PM
